using top and bottom colors will create a strong horizontal line and will make the walls appear shorter than what they are. vertical stripes would make the best impression of added height. dont use a crown molding because, again, it creates a strong horizontal line at the place where you least want it.. light fixtures should be recessed or flush with the ceiling; or at least as flush as you can get it. if you have your heart set on doing the 2 color top and bottom scheme, then I'd suggest taking the bottom color (darker one) about 3/4 of the way up the wall, and then using the same color (lighter one) on the top 1/4 of the wall and the ceiling. this will avoid the strong horizontal line where ceiling meets wall (which is the worst place for it to be). using pieces of furniture, artwork, mirrors, etc. that are taller than they are wide, will help to create an illusion of height. hanging pics slightly lower than you would on normal height walls will also help. if you have a window in the room, use a window treatment that is long and narrow regardless of the size of the window. top of the window to floor is best; dont take it all the way to the ceiling if possible.
those 1' x 5' mirrors would work great in this room, and really add to the visual height. tall, skinny vases. avoid low, heavy, and blocky items and furniture as much as you possibly can.use tables with narrow legs, etc.

To make walls seem taller there are a few visual tricks you can use. First of all use vertical stripes not horizontal ones to create the illusion of higher ceilings. Also, crown molding helps draw the eye upward making you walls look taller. If you try to use dark and lighter paint placed one on top of the other it will visually cut your wall in half and actually make it look shorter.

vertical stripes are always a good way to make a room look taller. then you could use both colors. but, if you want to do one on top of the other, i would put the darker color on bottom since it is "heavier"

paint using a two tone color combination in vertical stripes or whatever but up & down. also put a crown molding 6" from the top of the ceiling to give the appearance of height.
as far a dark on top or btm.
dk on top and lite on btm, but have lamps that shoot light downward and to the wall, but not to the ceiling or it will emphaise the low ceiling.

If you wanna do 2 tone, I would definetly use dark on bottom, and light on top.
If you can, vertical lines, and tall skinny furniture; book cases, etc....

I always prefer darker color on the bottom, your not gonna make it look bigger than what they are but a creamy white or light earthy color would be nice

I would use only one brighter color. If you use two colors though I would use vertical stripes. Either thick ones or thin pin stripes.
