You really need to get your legs checked by a doctor as there could be a medical basis for the itching. Your itching can be caused simply by dry winter skin but it could also be due to poor circulation, undiagnosed or diagnosed diabetes, dermatitis (several types), etc.

With the few details your provided, it is hard to know if it is just dry skin. If it is, use body wash (i.e. caress, dove, etc) instead of soap when you shower. Apply your lotion while your skin is still damp. Also, if you wear a lot of slacks or knee socks and have recently changed detergent, return to your normal detergent as you may be allergic to the new detergent you are using. Your feet are a little tougher than your legs so soaps and detergents can bother your legs but not your feet.

However, since this seems to be localized to your legs from what you posted, I would definitely see a doctor to rule out a health issue.
