No, the delete partition option just deletes the sectioned off portion of your computer that is used instead of using recovery discs if you have a problem.

In a sense it is, however, when you delete the partition, the partition becomes allocated and unusable until you format it. Formatting however, is organizing and marking the surface of a disk into tracks, sectors, and cylinders; this allows data to be written to the disk. The result with the both these actions are the same; it deletes all the data from the disk.

of course it's not. when you delete partition< the space which is occupy by this partition on your deive became unallocated and to make this space a partiton you need to reformat it. but also you can restore the whole partition using some utilities like recovery expert
