I notice when i give my puppy treats when we are doing a little in home training he is constantly looking down. If i hold the treat closer towards his noce or further away he can't grasp the idea that I am holding the treat. I tried moving it around in numerous directions, but he goes nuts looking over the floor to see where it went. Any suggestions?

try making a noise when you're offering him a treat (maybe a kiss-kiss or cluck-cluck) so he learns to associate the noise with the positive treat, and it can eventually be a sound that helps him to focus on you and want to do what you're asking, even when you eventually treat him only occasionally. Many dogs tend to form strong associations with sounds.

Also--make sure you're feeding the treats from your hand and not off of the floor. This is important for two reasons: one, he'll look to your hand not the floor for the treat, and two, it will teach him to be soft with your hands. Don't ever allow him to get the treat until he's soft with his mouth, even if you have to pry his jaws open to take it back when he snaps. He'll quickly learn that he only gets the good treat when he's nice, which will save your hands when he gets bigger and allow you to trust him much more around kids who don't know how to give him treats.

OK, I'm going to make up a word here, it's a 'multi-sensory' experience for the dog - a sort of a sight and scent combination.
This is what I do with my puppy.
Let him smell the snack first, then have him follow the snack with
his eyes. He needs to identify where the snack is before you "hide" it.
Also, you can snap your fingers to get his attention. Hold the food/treat/goody in one hand and snap the other hand's fingers.
Hold the snapping fingers and the snack -hands parallel.

Use food with more scent to it...dogs love to sniff and you need a treat with more odor (like liver treats, or, room-temperature cheese bits).

Lastly, you are on the right track.
We've got three Shelties.
One will WORK for food, the other for any attention (petting, etc) and the third, well, he's kinda goofy - sometimes food motivates him, other times just being loved on.

i have no idea other than maybe he is just used to looking down since he is fed from the floor.

Grab his little face (gently) and show him up where the treat is. He'll get it.

its a baby he will get the it soon enough, remember keep good energy and he will also.
