What I mean is, as of now all you have to do to get a dog licence is pay $15, there is no training, no testing, and virtually no policing involved. Even if someone has abused and abandoned or created a vicious dog in the past they can still go and get a dog and a licence without any restrictions at all... This doesnt make sense to me, shouldnt we be regulating the priveledge to care for a dog that can be turned into a deadly weapon by unscrupulous people?? A motorvehicle is a deadly weapon in the wrong hands too, thats why we require people to have training in order to own and operate one, and we also have the ability to revoke the priveledge of driving if the people are dangerous or irresponsible... My question is why arent we doing the same with dogs? banning one breed out of hundreds of other large potentially deadly dogs(mutts, purebreds etc) does not keep other dogs out of the hands of irresponsible people who turn them into deadly weapons..

There is no required testing for some of the Moron League here on Y.A. to ask or answer questions.
I think walking around ignorant to dog behavior and dog ownership responsibility can be and is very disastrous.

Some league members here think dogs have periods and belong in Louis Vatton hand bags and while others think by not calling a veterinarian to save money, DIY euthanasia is a-OK. Others want to know how to make the family dog more "protective" because their neighbor pissed them off. How are you going to license these morons to own a dog when most should, more importantly, be licensed before reproducing themselves?

Your question is a good one but stupid irresponsible people are hard to fix.

Yes I believe in strict laws regarding dog attackes. Any responsible pet owner does. If you are responsible then your pets are under control they are on a leash or in a safe fenced in yard or kennel they are never running loose. Young children are always properly supervised when with dogs. Many of the "REALLY" bad dog attaches you hear about had dog owners who knew\encouraged aggressive behavior in their dogs.There was an attack in the twin cities last year where the young son of the dogs owner was killed, This dog was known to be aggresive and had bitten the child before. The owner solved this problem by chaining it up in the basement. He also put a female dog in the basement with her pups, can you guess what happened? That childs death was serious, it was not intentional but it was avoidable, and that is why they are trying out this new legal Strategy, harsh I think not. I would think that most prosecutors would take into acount all circumstances leading up to dog attackes to make sure it was't provoked.

While I understand your frustration, the situation is much deeper than that. There are people out there that HAVE the training you are talking about.....they are professional and responsible pet owners, who ensure the safety of their pets and the people they may be around. However, the situation comes down to one problem......the view point of most humans.......that animals, such as dogs, are lesser beings, thus are considered PROPERTY, not individuals.

I run a dog rescue. I deal with hundreds of dogs every year.....dogs that have been abused, injured, dumped, and just generally treated with the attitude of "you're mine and I can do what I please with you". Most, if not all, of these babies are terrified when they arrive in rescue for the simple reason that they no longer have the ability to trust. It takes weeks to months to teach them that humans are NOT to be feared.....some, sadly, never reach that point, and remain in rescue for their lives.

When you are talking about training, you are talking about something as varied as the color of our skin.....what one person considers proper training may not be the same as another's opinion. Even in auto licensing, it's the same....each state has differing requirements. There is no ONE tried and true method for anything, and until that is created, nothing will work.

The best we can do is pass the word to animal owners that THEY HAVE THE RESPONSIBILITY AND OBLIGATION TO DO WHAT'S RIGHT!! Until that happens, nothing will change, more's the pity.

The idea is, in general, a good one. However, as with guns and other dangerous weapons, the ones that cause the most harm are the ones that are not registered. I think that if we legislate dog training, we would only be punishing the responsible owners, because they would be the ones following the rules.

Because laws are bass ackwards.

Some states/communities are adopting breed specific legislation too, but that can be a downfall as it can lead to overall discrimination against all dogs and restrict even responsible owners.

I say its the way the people treat the dogs.
Its not the breed's fault, or the people who are around.Dogs like every other animal, are just that, animals.They can not be predicted to any extent. They should be cared for with respect, and admiration, just like wild animals in the zoo are.
Thats why you must have a dog license.

we don't have licenses to keep stupid people from breeding. I.e. murderers. criminals, etc...
It wouldn't work. It's just like saying we should get rid of all guns, ideal, right, but then, all the guns would end up in the wrong peoples hands because they'd find a way to get them. Just like this. Cruel people would still find ways to get their dogs. And regardless of 'car' training, there are still drunk drivers, there are still wrecks, people still die in a car, regardless of training. Good question, but it wouldn't work.

Some states are trying to pass laws that do not allow people with a criminal record to own dogs.
