My neighbor across the street has a pit bull that is chained to his dog house 24/7. I live in Michigan and it is cold outside and the poor dog is always heard whining. I and 3 other neighbors have called animal control and nothing has been done. The dog is still out there neglected. I feel horrible and can barely look at it every day when I come home. I have a dog too, but she is part of my family! Why won't they rescue this dog?

The animal control people have been out there and the police have, too. But yet the animal stays. Isn't there more that they can do? So what if it has food and water, it is clearly neglected!

I agree with you entirely and that poor pooch needs help. Animal control isn't always helpful. What you should do is call The Animal Rescue League. I believe every state has one and they will take a look at the dog and take the necessary steps to help .
So what you need to do is call them and explain every detail about the situation and be sure to accentuate the fact the the dog is "whining constantly" and that you think it is being abused.
I live in Boston and that's what I did and they did make a visit to the house and explained the law to the owners. If it is very obvious that this dog is neglected they will take action.
If that doesn't work there is another alternative which you can do and it's saving the dog. You look for a loving safe home and you take the dog. Yes we did that here because the dog was abused and neglected and going blind. I actually informed the Animal Control Officer and he said that was the right thing to do!
Now this dog is a beautiful loving German Shepard that is well feed and living in a house with 2 acres of land.

In most states "neglect" has a very specific definition under the law... and law enforcement must adhere to the letter of the law. Even if they don't like the condition under which the dog is being kept, if it's not "illegal" then they can't do anything about it.
In California, for example, a dog being chained outside isn't "neglect" under the law if the dog is able to move about freely without becoming entangled in the chain, has ready access to food and water, and has adequate protection from severe weather. It doesn't matter if the dog is lonely or not, or if it whines a lot...
If you want to make an impact, lobby to have the laws changed in your area to redefine "neglect".

Most authorities wont do anything about neglect unless the physical living conditions are poor such as no food and water....skinny unhealthy looking.....dehydrated......attacking others......sores or wounds........no shelter......beating......as long as the dog looks healthy and is being kept up to par thet dog could sit out in the rain with no doghouse and the animal control still wont do anything. It differs from community or different states......also some have different views of what neglect is....my opinion......the dog you are talking about is not being treated fairly. You know though animal control in some areas arent any better and some even euthenize if they do not get homes in a certain amount of time. Its like you cant win.....but dogs who are kept like that are the reasons that Pit Bulls get their bad rep. I feel for you for having to watch that go on....but sometimes there isnt any options. i wish I could help more!

As long as there is adequate housing provided to the dog and food and water, there is nothing animal control can due. You can try the Michigan Humane Society if you feel like there is abuse going on. Perhaps if you educate your neighbor about chaining dogs outside he will bring it into the home. Here is a link to print off flyers...

As long as the dog has shelter, food and water there is nothing you can do.
I have a neighbor that needs to be chained to a tree for leaving his yellow Lab alone outside in a pen day in and day out. He feeds and waters him and no more.
I thought about letting the dog free but as loyal as a Lab is he'd probably run and sit at their front door!

You are a very kind person to try and help those poor dogs but maybe because you feed them and clear up their mess, you are also destroying evidence of neglect. I.e no underweight dogs and a clean yard. I know it goes against your love for the animals but the rspca must be able to see the neglect themselves. I wish you luck and hope something is done soon.

Maybe they wont do anything because the owner is not really breaking any laws. I have an Olde English Bulldogge, and while he is an indoor dog, he is more than capable of withstanding cold temperatures. As long as the owner is providing food and shelter and the dog is not dangerous, then maybe you should mind your own business.

Try talking to the owners yourself. If they have a dog they must have some compassion for animals. Let them know what you see and how sad it makes you feel. Are they letting the dog inside at night? Maybe they could at least do that.

Animal control doesnt do shite... they have almost no real ability to remove an abused dog from its owner... I suggest calling the ASPCA or Humane Society directly. To find out who to contact in order to get something done check out these links...
