Generally it is the team with the most points, but I understand that liberals don't feel this is fair to the team with less points.
They are trying to determine an "outcome based" approach to it where the team with the least points can win at least some of the time.
It is somewhat controversial, but I feel just like the instant replay eventually it will become a part of the NFL if Hillary gets elected.
