First, advise therapy STRONGLY
Second, when you see them slipping something give them a gentle reminder, some don't actually realize they're doing it...some are doing to see what they can get away with, some do it TO get caught
Third...if they refuse to seek treatment and the reminders aren't working, then it's time to sit them down and explain, that you've tried to help them, they need therapy and if they choose not to get therapy or do anything to help themselves, then it's a bad situation for you, and it's something that for yourself you need to remove yourself from, advise that once they're willing to get therapy or in some ways help themselves you're still available as a friend to them...but until that point, you'll have nothing to do with them. Let them see that what they're doing not only has consequences...but those consequences could mean winding up with a pile of other people's stuff all alone or in jail with some guy named Bubba.

You can suggest rehab, but if they refuse, there is nothing you can do. If they're minors, you can try to limit the time they have a way from home, but that's no guarantee. It's an addiction, just like drugs and alcohol. They get high from stealing. Even a button.

they get the urge to steal when they experience stress. Maybe you could help them learn how to manage stress in their life.

Put away the silverware and don't take them shopping. They need therapy.
