I've been out with this guy twice to a social gathering. I initiated the first outing, the second one he asked me about. We talk non stop on the ride there, during the gathering and on the ride home. There is always talk flirting but nothing physical. The first outing I got a hug when I first saw him and then when he was leaving. The second time I didn't get a hug at all and he left the car kind of quickly. He didn't act any different when we were talking at the second outing so I didn't get any vibes that he was in a hurry to leave my presence. But I'm still not sure why he got out of my car quickly.

Maybe he had to go to the bathroom! You never know and can't judge someone on something like that.
Ask him to hang out again and see what happens. Maybe do a 1x1 activity instead of a group gathering. See if there are any sparks or if he flirts with you. You should be able to tell if he likes you or not. See if he asks you out again....that's a big sign.

He dated you the 2nd time because he wasn't sure of his feeling after the first date especially it comes with a hug of course. Any physical contact btw the opposite gender would caused some "effect". He left hurriedly because he already got his answer.

Right now he is playing games with you. he knows you are interested hes just trying to get as much attention as he can. if you really want him to speak up then just do what you normally do and he will notice hes not the center of your attention anymore and he will talk to you like a real man. he was probably trying to avoid that weird" ok it's time to kiss now" moment, because he is shy.
Are you going out again? Try to work in some sort of a flirty joke bet, where the loser/winner has to kiss the other person.

maybe he just doesn't want to kiss you or anything yet because he might feel embarresed to take the first move. act casual like you haven't noticed anything and if he wants to meet you again you should go. maybe you should make the first move!!
