it means that she likes to do down on you and she doesn't like to receive. period. oooooor she might be shy, or she might not like you looking at her vagina, she might be insecure or just plain shy, or maybe some guy went down on her and he did something wrong, or said something to make her self concious. if you really want to go down on her, then when you guys are making out, play with her, really good, up to the point where she will beg you to do it. =0)
