It means not only do you need to talk the talk but you must also follow through and walk the walk.
In other words..."talk is cheap" if you don't follow through with action.
A person who simply talks all the time about what s/he is going to do is like an untended garden -- sloppy, choking with crap and in danger of going under like the beautiful plants in a garden which get crowded out and eventually killed by the tenacious weeds.
Thought, word, deed is a Buddhist saying. Ya need all three!

Like politicians who say great for the votes but not fulfilling the actual words he said makes him a great man whose words are nothing but a not to be mentioned lie or just waste..
