Tell your parents of your concerns. Ask them if they're missing any money. If they say not, you can just explain that you're missing money and can't figure out what happened to it. If they say they are missing some, then it will give you the opportunity to voice your concerns about your little sister.
You're right, you have no proof so can't actually blame her. But you can discuss with them that you think she might be stealing and ask them for their advice.
Get them involved. If you can't, you'll just have to hide your money more carefully.

I had a friend who called me up and said that she had found $100 in her car and thought it was hers because she had recently received a $100 gift. She said that her husband later told her that her gift was in her dresser drawer. I knew it was BS and that she had gone into my purse and took it but because I did not actually catch her in the act, I had no proof and couldn't say much.
If you think she's stealing, you can ask her about it but I bet she will deny it and if you tell your parents and it turns out you are wrong, you have betrayed your sister and gotten her in trouble needlessly. If I were you I'd chalk it up to a loss and keep a better eye on your money- in other words don't leave it in places where she can get to it. And if you catch her stealing or going through your things as if she is looking for something, then confront her but unless you have proof it's your word against hers.

I had this problem with my daughter and how I broke her out of this is by "stealing" her money from her ( she had received over $150 for her birthday). I took it out of her drawer while she was asleep and I watched her for days looking for her money and crying because she had plans on going with her friends shopping that weekend. After about a week, I pulled her to the side and asked her how she felt about someone stealing her money. Needless to say, she didn't like it one bit and She promised to never steal again that was 2 years ago and I am know able to leave money around and not have to worry about it disappearing.

Set up a video camera in your room to she if she will go in there and steal money. You need cold hard proof that she is doing this.. Also talk to your parents they can set up video cameras too around the house to catch your sister in the act.

I would advise sitting with your parents and talking to them about this. Maybe you can catch her in the act of stealing or keep your money put where she can't find it. She is starting young and could lead her to a bad place one day that is why you should talk to your parents about this problem.
