Why tithe 10% before or after? The Bible doesn't require us to set aside a set amount of our income, just to make offerings. The Lord loves a cheerful giver!

[The following is the answer I gave four months ago to a similar question.]
The practice of tithing is no longer applicable because of the following reasons:
- Tithes applied only to agricultural materials and livestock (Levicticus 27:30-32); this is why when Jesus chased away the moneychangers, there were oxen and sheep and doves (John 2: 13-16): they exchanged money for animals. If you want to give a tithe now, give it to them in sacks of wheat or heads of cattle...
- Tithes could only be received by the Levites (Numbers 18: 21); unless the minister of the local church you go to is also a Levite, he cannot ask for the tithe.
I am very sure you are sick and tired of hearing Malachi 3: 8-10, and how many churches misuse this verse to justify tithing. These verses I say are misused because when Malachi said these words, the Israelites were tithing. The question was not the presence of the tithe but of the quality of the tithe (Malachi 1: 7-8) and the heart of the people giving the tithe (Malachi 1: 12-14). Thus, when Malachi asks for the whole tithe, he asks not for the material portion (as that is being given) but for the spiritual portion (coming from the heart of the giver).
So how do we then give to the Lord? If you really want to tithe, it can no longer be 10%, but 100%! Does that mean we give all to the church? No...
Luke 16:1-15 speaks of a parable of a manager who misused the goods of his master. In that parable, we are all managers of the goods of the master, thus all that we have already belongs to God, and tithing is but an insufficient show. As stewards, we must then be responsible in how we deal with the entirety of our wealth. We must use the wealth that we have for the making of friends in everlasting habitations (the bringing of others closer to God); thus, tithing is not the solution.
And what of the 10% that every minister says is a must? Let us look at the book of Luke...
"Then He looked up and saw the rich putting their gifts into the treasury, and He saw also a certain poor widow putting in two mites. So He said, "Truly I say to you that this poor widow has put in more than all; for all these out of their abundance have put in offerings for God, but she out of her poverty has put in all the livelihood that she had." - Luke 21: 1-4
This does not merely speak of a numerical obligation, for surely the offerings given by the rich could be more than 10%, and surely the offering of the poor widow is more like 100%. Rather, it is a spiritual obligation, given by the moving of the Spirit of God. Indeed...
"So let each one give as he purposes in his heart, not grudgingly or of necessity; for God loves a cheerful giver." - 2 Corinthians 9: 7
It is therefore not us, but God, who decides what we should give and to whom we give it to. To put a 10% demarcation can actually hinder the work of God, and to decide that it is a mandatory offering to the church you attend can actually take resources away from where God wants it sent.
So, when you give / minister of what already belongs to the Lord, let the Lord lead your heart in what it should be used for, not the minister of your church.

Tithing after taxes would in effect put the government ahead of God. Therefore, I suggest presently one tithe gross not net currently.

Don't know if you're Christian, but the Bible does not impose tithing on Christians. You can give whatever you want, from the heart.

If you pay taxes first, you might neglect to pay God later.
Remember, the money that you make (including the taxes) is a gift from God.

It's up to you. God loves a cheerful giver. When I count 10% I count before taxes, but I don't believe it should be done unwillingly.
