Neutering removes the testicles from the sack of skin that they "live" in. Some dogs always have a little sack there, but the sack is empty. This would be your best clue. Empty sack = no testicles. If you're still uncertain, check with your vet or the person you got him from. Either person should be able to tell you for sure.

Uhhh.. look? If the dog is old enough for them to have dropped the answer would be obvious. If not, look in the area for scar tissue caused by neutering surgery.

Well, you could look for yourself, or you could take him to a vet and ask them. The vet should be able to tell right away if he's been neutered or not.
