Yes it does, however the amount is very small though not insignificant. Try touching any appliance, that is in the standby state and you will feel it is warm. This will prove that there is heat being generated and power being consumed.
All electronics use some amount of energy while in the transient state, which by design would be very small, but not zero.
If your mobile charger used a switched mode power supply the electronics would use queisient current, where as if it were a simple transformer, four diodes and a regulator, it still would, though the transformer would have a high impedance it wouldnt be infinite and some current would flow in the primary.
If you really are environmentally conscious, try shutting of the power to your stereo, microwave, television set, computer etc when not in use. The only problem you would face would be the clock gettting disoriented.
You would even find a small difference in your monthly electricity bills. this difference though it may seem small, try multiplying it with the millions of house holds all over the country and see what savings the nation would make on energy, reduction of green house gasses etc.
Go ahead switch of or unplug your battery charger when not in use, do yourself and this earth a favour!!
