What is a government for?
It is generally regarded that if one's country is in extremis, its citizens will be expected to work to extract said country from this condition, and if you are fit enough to be needed for combat troops, warship sailors or the air force, then so be it. I am 50, and if a world war broke out, I would immediately volunteer. I'm probably too old to fight, but, as I am a chef, I could at least cook a decent meal for the troops.
If you wish to object on the grounds of conscience, then you should volunteer for the Forces with the proviso that you will not bear arms. Stretcher-bearers, Paramedics, cooks etc will be in great demand in the front line, and you need not shoot anybody. In the UK, you will be accepted.
If you are a genuine coward, I can accept that, and I do not for one minute suggest that a genuine consciencious objector is a coward. Many Consciencious Objectors have served as volunteers and conscripts in the UK forces in time of war. However, if you volunteer, rather than wait to be called up, you will make your own life easier, as the fighting troops will respect someone who will expose themselves to danger, even if that person will not fight. If you bring well-cooked hot grub to front line troops, you will be respected, irrespective of your refusal to bear arms.
If you are a coward, you can still be of use in the logistics chain.and psychiatrists may be able to help you. Some people are natural cowards - they cannot help this - but they can stil volunteer and ask that they be given posts in which they can serve the nation without putting their fellows at risk
What the forces do not like is freebooters/freeloaders - people who will take everything from the State at times of peace, and then wimp out whenever they are required to give something back. You will get short shrift from the citizen, judges, police and the prison service personnel if this is your attitude.

Of course they can. You are enrolled in the Selective Service aren't you? I had to sign a form when I requested my Social Security card back when I was 18 or turning 18. Don't remember.
I do remember that through the Selective Service the U.S. Coast Guard and the Army could get hold of me if they were interested. I'm too old at 29 to interest anyone now but in case of an all out we-need-everybody-we-can-find kind of war the government would go through the census and any other information and select people that would be useful.
Remember this would probably work as it has before: Volunteers would be invited after the wheels had started turning. Active duty, Reserve, National Guard always looking to find those already trained or bright enough to be trained quickly.
Remember it takes ages to prepare someone and bring them up to a standard of excellence in which they are a useful part of the army, not a drag or a danger to other soldiers. You don't want a whole platoon of top-knotch soldiers to be blown up because a rookie stepped into a tripwire...
As to Conscientious Objectors, there are hundreds of ways you can serve America without firing a bullet or pushing a button against an enemy. For example, the most ballsy must be to be a medic or to drive an ambulance or fly an ambulance chopper; to go into a hail of fire to save the life of a fellow American or an ally risking your own life. Or join the Coast Guard or the National Guard. Take the place of someone who IS willing to fire on an enemy and you'll both do good for your Homeland.

If there is another world war or even a war so big our existing armed forces are unable to deal with it, the UK.gov will order conscription of all males aged 18-40 or possibly up to age 45.
Conscientious Objectors will not be allowed to avoid military service. Instead they are encouraged to join such as the Medical Corps where they will not be required to carry a weapon or kill anyone. This solution worked well in World War One when many of the staff working for Cadbury's (Quakers) formed their own regiment of stretcher bearers.
Anyone, be they an objector or not, who fails to report for duty when conscripted, will be found by the police and end up in prison.
It should be noted at this stage there are no plans for conscription in UK and unlikely ever to be.

IF there was a World War, yes... the price you pay for living in a country and soaking up all the benefits of living there. The objectors would probably get assigned to medical units, supply units, and anything else far away from combat. Although that depends, Uncle Sam may think giving them a rifle, putting them in combat, and having the enemy try to kill said objector will make them fight real quick!

Yes, the Selective Service Sysem is still in effect for men; registration is requried when you turn 18. In the unlikely event of a draft, 20 year olds are taken first, and probably would be enough.
Conscientious objectors are recognized in limited circumstances.
All the information you need is on the Selective service website:
http://www.sss.gov/
And information on being a conscientious objector is here:
http://www.sss.gov/FSconsobj.htm
(if you'd ever plan to argue this, then make sure you've live a "conscientious objector" life!)

It depends on the level of the war.
If it comes down to it, the government can do anything it wants to do, that of course depends on who is running the government and other factors.
It's either that, or somebody will just shoot you for not helping out.
Just look what happened during the WWII on the Russian and German side. Sure, you can decide not to help, call yourself whatever you like, consientious objector or traitor. But by not joining, the other choice might be worse.

Yes, It's called conscription. As for concsientious objectors, they can still serve by shovelling **** behind the lines just like the last war.

Don't worry about it. The next "world war" will be fought in the streets of America and you will be fighting to feed you-self and your family.
I knew a Consciences Objector in Vietnam. After the first firefight he was in he realized the Objected to dying more then killing. He turned out to be the best 60 gunner I knew.

The French, Belgians (neutrals), Dutch, Danish, Norwegians, British Channel Islanders were liberated from occupation through an aggressive German military. many countries in Asia and the Pacific were liberated from occupation through an aggressive eastern military. Barbaric and savage behaviour become stopped adversarial to the Jews and different victims of the Holocaust. 2 brutish, imperialistic regimes were stopped. Colonialism in its worst style, 2 hundred years previously, become under no circumstances as undesirable as this. straight forward human freedoms were restored in the time of Western Europe and Asia How a lot more suitable justification do you want? The Russians were component of the reason of WW2 (alliance with Germany and invasion of Poland) and they did not fix the freedoms in eastern Europe. they purely fought the Germans after Hitler attacked them - yet it really is a distinct political ideology and had no referring to the excuses for the west going to conflict. EDIT: rather some the land Hitler took - France, Belgium, Netherlands, Denmark, Norway, British Channel Islands, Czechoslovakia and so on were under no circumstances German and were no longer taken away on the properly of WW2. Poland become restored through the Treaty of Versailles even though it become Polish previously Germany got here into existence in 1871, so i'm afraid it particularly is a foul argument.
