Well my daughter has the same thing around her neck,What i do is scrub it with alcohol because it loosen up the dirt. you'll see a big difference.then i wash it with soap and water. That comes from them not washing properly.I also have a godson 13 that we thought just had dirt around his neck, come to find out all of it was not dirt it was,he was diabetic,there is some kind of way that the ring around his neck cause his dotor to check for that. The test came back positive. That was my first time ever hearing that . But any way see if you can get that check out. But overall he needs to wash his neck.

The best and safe way to do is to check with a doctor. But if you cannot afford that, try buy some skinscrub product and ask you son to scrub her neck when shower everyday. Also after shower, put on some neck cream - there are many good cosmetic brand neck cream or gel you can try!

Maybe using exfoliation, gentle soap, and skin brightner or cocoa butter. Also, I would suggest that he drinks more water and keep his body more pure.
If this doesn't work, consult a physician.

Try skin lightening cream, you may want to see a physician to make sure there is no other health problem/condition.BTW 14 is much too young to date. Make sure you discuss the sex issues also, condoms, pregnancy. Be safe.

quit chocking him by the neck next time he does something bad
grab him by the arm or leg and swing him around , the necks a little more fragile and harder to get a good grip on

Its because he might be on the larger side (fat). All fat people have it. Its not going to go away. If you really want to do something about it just ask your doctor.
