If you can download a program to your computer, thy the GIMP. It's fairly similar to Adobe Photoshop and totally free. A search on google should show you several places to download it--there are versions for windows, linux, and Mac, so make sure you get the right one for your system. A search under GIMP tutorials will lead you to lots of info on how to use it.

Try Picasa from Google. It's free, it organizes your photos, and allows you to edit and resize them and apply some other cool editing techniques. I love it.
