you mean on the desktop...
Just left click on any icon and hold the button down...then drag the icon to where you want it.
Check your settings too and make sure that you do not have icons set to auto arrange or else it will undo all your work at the next bootup.

Do you mean:
Icon at desktop
* Right click at desktop
* Uncheck auto arrange
* Uncheck Align to grid
* Check Show shotrtcut
Then you can arrange it freely
Start Menu
* Go to C drive ( Or where windows installed )
* Documen and setting
* All User or any account that you wanna modify
* Start menu
* Programs
Here you can remove, replaced, add shortcut you want. I suggest you rearangged them to make your PC tidy :)
