It depends on if you are rounding up or not. If you are rounding up, yes - it's 5ft 2.

5ft , because you have to round 4 which would keep the 8 still an 8 which would change 1 to 2 so its 5ft2

I'd say 5ft 2 as you usually round up everything 5 or above, and its deffinitely closer to that.
