Go to your local court house and file contempt charges. The filing should be free provided you do this Pro Sei (without an attorney)
You will need to take your court order with you and ask the clerk for a court date. She will give you a form to fill out asking why the respondent should be held in contempt. You will need to note that you have a court order requiring your ex to provide insurance coverage on the minor child. I would also note that you would like to be reimbursed for the out of pocket expense due to the lack of medical insurance.
When a court date is set take with you to the court house the receipts for both Doctor visits and the prescriptions from the date of the order to present.
Your ex will be ordered to repay all the expenses and he will have a deadline set for adding his son to his insurance.
If he doesn't comply with that order you need to take him back to court again.... just don't wait for another year.

if you can i would enroll him onto your insurance, his health is the most important thing. Second contact the state and see what can be done... if you need a phone number i can get it for you through my ex wife, cause trust me she has tried to contact the state about me on every little thing... but that is neither here nor there... more than likely if you contact them they will make him pay back child support... but also keep in mind some people are not even getting child support, but good luck to ya

If he has not lived up to the stipulations in the divorce decree, he's in contempt of court. Consult with an attny.
