It really helps if you know who you are trying to reach. Of course tv is nice, but if you know your target audience commute by car every day and is stuck in traffic, radio is a nice option (very captive audience).
Just to show you a different way of doing it, the movie "Blair Witch Project" used photocopied sheets of paper that were made to look like a missing person poster, creating a terrific buzz for the movie.
It's who you are trying to reach that will tell you what media to use.
