Same as any other maid of honours duty. Just because she is the sister doesn't lesson the matter any.

She can assist in picking out the style of bridesmaid dresses (f more than one), help set up and decorate the reception hall/church, if applicable, as well as throwing a shower and/bachelorette party. In this case, because of the maid of honor's age, she might not be able to attend the bachelorette party, especially if it's going to be held at a club or involve strippers, but she can certainly help plan it with someone else.
At the ceremony, she is the person the bride will hand her bouquet to when it is time to exchange vows/rings. She helps keep the bride's train (if applicable) spread out or out of the way. And witnesses/signs the marriage license. At the reception it is the maid of honor and the best who offer toasts for the couple.
Her duties are basically to assist the bride in preparing for her big day and on her wedding day and to field problems so the bride is not stressed out.

Generally the maid of honor is responsible for planning the bridal shower. However, since she is only 17, you may want to assist her or even take over the duties of planning the bridal shower. Most likely, your younger daughter knows nothing about planning a shower.

The Maid of honor is there to assist the bride... I've been the maid of honor before and I didnt have to plan a shower by myself. The bride has alot of input along with the parents of the bride. She should assist with the favors and double checking on things like flowers, DJ, Limo/Trolley.

Ask the bride and groom.
She could get a bridal shower set up. Support the bride, make sure the bride EATS and drinks before the wedding to ensure no fainting. If the bride wants a bachelorette party she could set it up too.

Throw her a bridal shower and/or bachelorette party.
And pretty much whatever the bride asks her to do. The day of the wedding though there should be a bridal attendant to meet the needs of the bride that day.

She helps with the bridal shower and she can make the arrangments for the bachelorette even if she cant do everything the girls are going to do for it. She also will need to make a toast at the wedding. Most importantly, be there for her sister even if she becomes a bridezilla!!

Wow, I see the very long list above!!
Depends on your bride daughter- I am personally paying for my wedding so I am doing everything myself.
My sister has to buy the dress, help plan the shower and B-party and show up for the wedding. She also has to sign the marriage license but that's it!!

My sister and I are very close even though we are 4 years apart. She got married at 22, and I was 18. I didn't have a lot of money, but this was really important to me. Listen to her ideas, and try to help our financially so that her intentions aren't limited by a 17 year old's budget. This can really be a lot of fun...especially at that age.
