Check out the link in my source list. This is a good way to search for small dogs for adoption in your area. Also check out your local animal shelter and ask if they have any small dogs that are good-natured.
Please make sure to do lots of research, or encourage your mom to do research. A dog can be a lot of fun, but they're also a commitment of 13 years or more.

Go to your local shelter They need more help then some stuck up breed. Most of the time you get better dogs from the shelter. All but two of my dogs have been from the shelter and the golden that we have now is the best dog I have ever owned and have ever been around

Check out the question "moving to an apartment" maybe you live nearby each other and your Mom can adopt that one and the owner can still visit the pup!!!!
