i believe we do, we have power to choose. control our thoughts. control our behavior.
we are not only person which shape ourselves. god do it some times too. specialy when we ask from him, to increase it and lead us.
for example there is a wine and book front me. i can choose one of them. if i choose wine it will took my health from me. and if i choose the book it will increase my knowledge.
some times i believe our conscience come form some where else. from the other world. i believe in this because some times i can see future in my dreams , but i ask myslef why i just should see this dream about future, did i choose to see it? or why i should just see this view on dream? or why i can not control my dreams.
i think god send it to me. to lead me and help me in my life.
we live in the world that we dont know it, we even dont know ourselves.

Yes you have control in forming your conscience. No-one is born with a conscience. Conscience develops over time, based on the input our minds receive from many different sources. Conscience is not a feeling. It is a rational capacity which allows us to make moral decisions. Like any rational process it depends on the information available to it. Just like a computer - GIGO - garbage in, garbage out. If we only provide our minds with worldly, hedonistic, ungodly input, then our conscience will be useless in forming valid moral decisions. We cannot avoid such ungodly input because it is everywhere in the world around us, which is why it is essential that we take the initiative to provide our minds with truthful, godly input, to at least balance the worldly input we cannot avoid. It is also imperative that we avoid obvious sources of ungodly input in the books we read, the movies we watch, and the places we frequent. Conscience is going to form one way or another. We are responsible for how our own conscience forms. Remember, the men who flew the airplanes into the twin towers were acting in full accord with their consciences. That's how far away from truth conscience can lead us if we simply allow it to form without providing it with a strong foundation of truth.

Your conscience is part of the nature/nuture debate. It's hard so say whether biology plays a bigger role in shaping one's conscience... but we shouldn't try to find the answer. If we did, then when would inevidably try to use it to our advantage and mold our kids into believing what we want them to believe, which is playing God.
Basically what I'm saying is don't worry about it. Just live and let live.

The universe is made of simply, dead matter(very dense energy) and living spirit(less dense energy) ...the process of densifying energy through friction against time creates, the living experience, on a low level of consciousness an inidviual believes that his mind and his body is seperated from the rest of the universe...while at a higher state of consciousness an individual sees his body as the forms(dense energy) that make up the universe, and his mind as the invisable space between these forms.the mental awarness of the physical world you are embeaded in is consciencness, from understanding the self to the cosmic soup we are swiming in.
The universe evolved from energy, to form, to consciousness, to meaning.... it is our ability to concieve the truth, and identify it.
As a living being our consciousness is always increasing, its inevitable, we wanted it that way so we are creating it that way, an individual will always be born consciously innocent, then domesticated to unconsciousness(being controled with fear), as a first step in claiming consciousness, after domestication, one must choose free will, to learn about your life, the life of the self inside you, from this perception the universe can be seen as a reflection, one side being your outer self(mankind,earth,solar system, cosmos)then the body being the portal to your inner self being, compasion for mankind,earth,solar system, and cosmos,
...it has been said that the lowest point of unconsciousness is death, while their is no limit to how high your consciousness can rise, its all about evolution of meaning, and seeking deeper truth.
