A female dog should be at least two years old before breeding. If she's younger than this, she sometimes won't be mature enough to know to take care of her puppies. She'll be ready to breed during her heat cycle.
If you're thinking of breeding your dog, please do thorough research first. There is a huge overpopulation of dogs out there, and it's a very responsible thing not to add to that overpopulation. There are also many health risks to your dog when you breed her. You may find your dog a lot funner and happier if you get her spayed.

Never!! Considering between 4 and 6 million adoptiable dogs are put down every year due to not having enough homes for them, no one should be actively encouraging the pet population. Spay or Neuter your dog for a long happy and healthy life with them.

If you're asking this kind of question here, that tells me you've done no research about dog breeding and therefore should NOT be breeding dogs. There are too many dogs sitting at shelters right now for people to be breeding haphazardly.

never, dogs are not paychecks. There are too many pooches getting put to sleep, especially by backyard breeders. Be responsible.
