You are obviously not an avid fan of MMA.
If you were you would know the routes to MMA promotions.

There is no licence. Fighters are scouted from other MMA and Martial arts tournaments. You would have to be trained in a fighting style and compete in tournamnets then find an MMA tournament open to anyone and go and sign up win all you matches and get noticed then go to a few more tournaments over the year and continue to win. If you are lucky APEX or KOTC might pick you up. Pretty much the majority of fighter is KOTC UFC PRIDE etc... all belong to dojos that already have fightrs in the organisations. So the fasted way would be to go to a well known club where UFC fighters train and try to get accepted to train there. Then if you are good enough you might get lucky. If you wat TUF you'll notice have the fighters train with current UFC fighters. That's how they get on the show.

I once heard a quote by a UFC rep say:

"If you don't know how, you aren't good enough yet"

Translation: They have to scout you.
