I use a Misto oil sprayer with safflower oil quite a bit. I like frying in safflower oil due to it's high scorching temperature, and none of the canned sprays seem to match it (including PAM for grilling).

However, the canned sprays do create a much finer mist than any pump-type oil sprayer I have purchased. In comparison, my spray is 'globby'.

Is there a refillable oil sprayer that can produce a fine mist similar to the aerosols? It can be pump-type, trigger, or heck, I'll even take electric. Whatever would work.

try an "outside the box" approach. try a spray bottle or if you want a really fine mist how about an atomizer like they use for perfume bottles.
