Your question is not very clear. Was your brother a resident of Panipat and lost in Delhi while on a visit there? In that case, file a missing diary with the police station in the area of Delhi from where he went missing. Also inform the local police station in Panipat, where he used to live. Also print some small posters with your brother's photograph and other details and have them put up in prominent public locations in these two places. I sincerely hope you find him back.
