I don't think you can use too much, unless it refuses to soak in.
If your skin is that dry, get a humidifier at home and drink more water. Your skin hydrates from the inside. Lotion is just a barrier to slow evaporation.
Keep the humidity level at your house at a comfortable level. A meter to measure humidity is called a hygrometer, and they are a very few dollars. I got one at WalMart, and I have seem them at Home Depot.

RE:
Is there such a thing as using too much lotion?
My skin gets really dry in the wintertime and I keep a bottle of lotion with me in my purse. What is considered the limit as to where your skin needs to breath but also keeping it moisturized?

It sounds to me like it's not a matter of how much lotion to use, but why do you need so much?
Try drinking MORE WATER... you are probably dehydrated. Drinking water will moisturize your skin from the inside out.
Also, in this cold weather, you may need a humidifier in your home to keep some moisture in the air, this will also help your skin feel less dry.
And maybe you need a better moisturizer...they are NOT all the same. some are just junk that makes your skin feel better for a bit, but doens't actually help moisturize your skin. You'll use MUCH less if you use good lotion. Try the pH balanced, all botanical moisturizers at Arbonne - you'll use less lotion if it works right, and save yourself time and money in the long run

Alright, technically there is no such thing as a healthy tan, but you would use a low spf suntan so the sun penetrates enough for the pigment to do it's stuff. If you are going to go outside to get a tan drink some milk before it, Vitamin D is activated from sunlight. And as you should know D is need for calcium to do it's stuff for you to get strong bones. If you're going to be outside the whole summer though use a higher fps when not tanning, maybe ~30-35.

There's no such thing as a healthy tan. When your skin turns darker, it's responding to damage caused by solar radiation. And that damage is cumulative, meaning your level of damage is the total of all the sun you've got since you were born. If you do a lot of tanning, you could have more damage than someone twice your age. And all that damage results in wrinkles, spots, dry skin, and skin cancer. Use SPF30 minimum if you're out in the sun. Cover up, and wear a broad-brim hat, too. And stay out of the sun during the mid day, if possible.

That is an interesting question, and I don't believe that you have to let your skin "breathe". There are products made for dry skin, especially during the winter time! Check out MOISTURE THERAPY Deep Healing Body Lotion from Avon. (See Source)

Lotion is actually something that dries out the skin. You're better off with cream. Lotion has too many products in it that pull moisture from the skin versus putting it back in. It only seems like it is. This is why we use so much of it. Cream usually last most of the day, lotion only does the job for a couple of hours...

Applying lotion when your skin is tight is the limit, you don't want to over do it ad become all greasy. I'd say as long as the skin still feels dry, then use the lotion.
