Yes, one way is to add more RAM. A lot depends on the specs of the PC.
A good way to start is to go through your computer and get rid of any software that you never use. If you are using XP, go to the control panel and hit "add or remove programs". it will bring a list of programs you have installed. If you don;t know what something is, google it.
After doing that, you can defragment your hard drive. Go to start, and find a folder called System tools, and you will see a disk defragmenter. If you have a large disk or a lot of information, this will take quite a while. But what it does is it goes and takes pieces of the files that were scattered all over the hard drive and moves them together, which makes it faster for the computer to access the files.
Another thing to do is to download a free program called CCleaner. (Google it). What it does is it goes through your computer and finds excess files that are not needed...a lot of temporary files a program creates. It will delete those. It also is able to clean your registry of unneeded data. Don't use that feature unless you know what you are doing. But just deleting temporary files is ok.
Windows Defender is another piece of free software. It will check for malware (spyware, adware, etc). But it also lets you see easily what programs are running on your computer and what programs are set to start up on your computer. Go to the Tools section and it will have a software explorer. Before you disable or delete anything, make sure you know what it is. Simply googling the filename will bring up websites that will tell you about the process. This will help speed up your computer as it may be doing things it doesn't need to be and taking up precious resources.
As always, make sure you have an up to date antivirus software like McAfee or Norton. Check with your ISP, they may offer it for free. Spybot Search and Destroy and AdAware are two other free programs that will check for malware. A simple web search will find them.
But start with the defrag...just be prepared to wait!

Loading programs usually falls under the hard drive speed. Ram will also help with this. Programs will only load as fast as your hard drives read speed. I suggest at least 1 gig of ram. This is dependent on what programs you use. You may need more. Then buy a hard drive with the highest rpm and and transfer rate you can afford.

I have the same problem, unfortunately I don't have the money to buy more RAM for my pc. RAM helps that out alot. Defrag your Hard Drive, Do away with some of the programs that run when windows boots up.
