I think the best method would be laser hair removal. They usually offer this at spas or clinics. A session will cost you about $40-$50. You have to have more then one session to have all the hair removed.

I was going to tell you to shave with the grain, not against it, but then read that you get this after waxing. Honestly, your skin is probably irritated by the wax, and it's reacting to tell you so. That's my guess. Maybe it'll go away after a few times? It's nice you're trying to keep your vag all clean and bald, but you're right, a little short hair looks better than chicken skin bumps. I use an electric hair trimmer...if you put it on the shortest setting, it almost looks like it's totally smooth, probably more so if you have light hair. I'm a guy, but it works for girls too. It seems like they're not "ingrown" bumps, since waxing is SUPPOSED to pull the hairs out at the root... maybe your waxer just isn't doing it good? If it doesn't happen when you SHAVE your vag, just go back to shaving! that's my advice.

Laser is the best, I had it done and got a dael that if it grows then i dont have to pay the whole thing again. It's suposed to finish the problem the first time, but sometimes hormonal changes could make hair grow again, not the same amount, but some. it kills the follicle, it's the best. Prices vary a lot

I tried electrolysis years ago...it hurt so bad i quit going. It takes several treatments, due to the varying cycles of the hair follicles. I'd recommend laser treatment, but I've seen bad results from that (a women I used to work with had laser treatment on her face for wrinkles and she wound up looking like a zebra).
