Um, no. Even if the President were Catholic, the Pope would have no authority over him in matters of government.
And if you are referring to the President (Mr. Bush), then the spelling of the name would be Bush's. The way you spelled it refers to more than one plant (bush) as in "The cat is playing in the bushes."

well, Mr. Bush (if you mean George Bush, President of the United States of America) is not a Catholic. The Pope is the hierarchical head of the Catholic Church, not head of any one country. therefore, no, he is not President Bush's boss...
