what i mean is, who is going to back down first, and how do we convince them to?

Let me put it bluntly. Even if the majority of people vote to destroy nukes, do you really think that the politicos, who hold themselves above the law, are going to listen to the majority and act accordingly to majority decision? ,if you answer yes, you're completely out of touch with reality.
