small bump like itch on arms looks like mosqito bites only appear at work when diggin in old files?

itcy at times, but seems to disappear and come back on and off.. at home they usally go away,

Sounds like hives to me. hive looks similar to a mosquito bite. You may be having an allergic reaction to something in the file cabinet or at work. See if they are using any chemicals or bug sprays in that area.
