This is not a very clear question. Birth certificates are issued by national and local governments depending on the nation and area in the nation. A foreign birth certificate can only be legally and legitimately issued to someone born in that foreign nation.
If the "american citizen" yoy are asking about was born in a foreign contry, they will need to contact that country, through an embassy or directly in order to find the process for getting a birth certificate.

Is a certificate of live birth different from a birth certificate? Seems to me they prove the same thing (it states he was born in Hawaii on the on one on the website). This is a legitimate q - I did not vote for the man.

It depends what country they were born in. Contact the Registrar General's Department or Vital Records Office in that country.

I am assuming you are asking the legal way and that person were born in that country.You will have to call the embassy of that country and they will do it for you for a small fee
