Hi! I am a police officer, and deal with this kind of thing all the time. I work at the University of South Carolina, so it's a common problem. Yes. You do need to file a police report. It's also a good idea to keep a journal of when the calls come in, as well as the types of text messages he sends. Do not respond to the calls, and do not answer the messages. Once a report has been filed, you can also meet with the departments Victim Advocate, and they can advise you of other alternatives, such as various Orders of Protection.
It's obvious True Heart does not know what he's talking about. If you get an Order of Protection, and the guy violates it, he goes to jail no questions asked. Then he has to explain to a judge why he is bothering you. The system does work, if you use it the right way. Talk to your local police department about it.

if he works at your company and this is happening through work, you go to your supervisor. if that doesn't work file an EEO complaint. Your employer has to protect you from this.
If he does not work at your employer, then file for a VPO (victim's protective order).
however i don't believe that ignoring him fuels the fire. you fuel the fire when you respond. in order to prove that you are being harassed you will have to show that you did not initiate contact and did not respond. it's not harassment if you are participating.
the police won't do anything if you file a VPO but the next time he comes within 50 feet of you (or something) and you call them they can arrest him. that's the point of a VPO. The person can be arrested for coming around you.
but texting and phone calls ...don't think they would arrest him for that...there's no physical threat....you will have to show some kind of threat to get a VPO usually.

I have only dealt with harrassment only in a work enviroment, However harrassment can develope into a crimminal offense. I would first warn him that you are considering legal action against his actions. If this doesn't work you will need to contact the police, This is a form of stalking, they will probably try to warn him off at first then start watching him. They will probably need your cooperation as far as e-mails and such. good luck hope this helps

Do you think he might become violent? That is the key issue you must decide. Because remember this: Filing police reports and getting an court to isse an Order of Protection WILL NOT PROTECT YOU AT ALL, if he is determined to assault, rape or murder you. Pieces of paper cannot protect you. Thousands of ladies are dead who had Orders of Protection against a stalker, or ex-husband, etc. Remember this: the police don't PROTECT anyone, except for the mayor, the governor and the president, and so forth. They do not protect ordinary citizens. All they do is investigate crimes AFTER they happen. In that regard, they are like undertakers.
If he is not a threat of physical violence, then just totally ignore him, and he'll quit harrassing you after a while. Don't argue with him or plead with him. Don't yell at him. Don't insult him. He'll find someone new to harrass, someone who will respond with fear and anger to his harrassment.
But if you suspect he might really be a psychopath who might become violent, then you need the professional help that only a truly expert private detective or criminal profiler can provide. Yes, this will cost money, probably thousands of dollars. But what is your life worth? I just want to say again: no matter what they may say, the police are not there to protect you and don't care whether you are alive or dead or missing or raped. They get paid the same no matter happens to you.
Also, I'd recommend that you get a good automatic or semi-automatic pistol, get training on how to use it effectively, and carry it with you always (if a special license is need to carry a concealed weapon, try to get that), and be resolved that you WILL KILL anyone who threatens violence against you. You DO have the LEGAL right to KILL anyone who threatens deadly violence against you.
Also immediately begin self-defense classes, so that you know the basics of how to block punches, and how to get out of choke holds, how to poke his eyes and punch his genitals, etc.
In general, you must become one tough-*** lady, sort like Jennifer Lopez in "Enough" or Julia Roberts in "Erin Brockovich" in or like Xena in "Xena, Warrior Princess." Sicko men tend to harrass women who appear to be weak and meek. You must project toughness, fearlessness, calmness, self-assuredness, ballsiness, aggressiveness, confidence, fierceness. The strong survive and prevail, the weak end up getting abused, dominated and destroyed. Remember the phrase: "Survival of the fittest."
In a way, this is all your fault. This is happening because you are projecting weakness, meekness, passivity. This sicko man detected that, and then launched his campaign of harrassment against you. Only by taking responsibility for this will you be able to successfully resolve this current situation and make sure this never happens again. Stop thinking of yourself as a VICTIM. That's the problem. Think of yourself as a VICTOR. So do it!
P.S. You should file police reports and keep records and evidence of his harrassment. Just don't view this as doing anything to help you in case he is a violent person. But if he is a nonviolent sicko, involving the police can help stop the harrassment.

Sounds like a classic case of "stalking" to me. 1st step is to report every contact with the police. 2nd step is to apply for a temporary restraining order. 3rd step is to go to the TRO hearing and upgrade it to a permanent restraining order. I don't know he facts of the case but under certain conditions he can be charged under new federal stalking laws. See the Police ASAP. They will give you great tips on self protection. My advice is to carry Pepperspray and take a good self defense class in your spare time. Have 911 on speed dial on your cell anddon't wait to become a victim, get pro-active right now.
