where can i learn to decorate cake for parties and icing and stuff like that?

If you go to Michael's or AC Moore, there are classes you could take.

You can also check out Wilton - it's a company that makes cake decorating supplies and holds classes as well.

Sometimes Sur La Table or Williams-Sonoma will hold classes; they may not be for cake decorating specifically, but it'd be a good way to learn something new.

Try & find a local sugarcraft shop, they will often be able to put you in touch with local classes, some even provide classes on the premises.

My local hobbycraft has a noticeboard for this sort of thing as well.

Check on the internet - if you are lucky you will find an evening or weekend class in this as I think it's quite a popular topic. Try your local community centre or college.

you could ask your local bakery or pastry shop of they can do some classes or if you could just watch sometimes..also check and see if there are any online tips or classes you can take. go to the local college or university and maybe they will let you look in there...just look around!

check your local schools/colleges , a lot do evening classes sometimes run in partnership with your local council

I would have thought adult education, but you could have a look for a good book (or DVD) and learn at home, even get together with a friend and have fun.
