Green cards are acceptable for return to the USA. (If on a Green Card, they wouldn't have a US passport, and that's what this is about - proving you are a US citizen or otherwise have a right to be here.)

No because they still use their Mexican passport. You don't get a US passport until you become a citizen.

Under Mexico's corrupt governemt, the Mexican people have been required to have "passaportes" for years.
In Nazi Germany you needed a passport to pass from one German city to the next.
