Simple, your 19 month old gets attention from you when he cries, so your lab is joining in for attention. Remember he was your 'first' baby your 19 month is your second one and is ahead of your Lab in your attention.
Pecking order, your Lab if getting your attention before your 19 month old shows he is ahead of your toddler in the pack/family. So as soon as your toddler cries, Lab joins in as that is the cue it is more important.
Ignore lab when your toddler cries when you have attended to your toddler, then give Lab attention. By totally ignoring your Lab's cries you are showing it is not ahead of your toddler in priority. And always feed your Lab after the humans, this is the natural order of the pack to ensure each member knows its place. In other words your Lab is not 'top dog' over your toddler or you.

A dog's hearing is more sensitive than humans. Your baby crying hurts your dogs ears and that's why he cries when the baby cries. It's the same as if you were to start howling or singing in a high pitch, your dog will most likely start whining or howling.

Dogs have a very good sense of hearing so I'm sure that the baby's cries are hurting his ears.

Could be to alert you to the fact that your baby is crying incase it thinks you cant hear the baby but you will hear it (parental instinct)
Or it may have noticed that the baby gets attention when it cries and wants you to come to it instead of the baby
Or maybe it just feels like joining in the noise
