You can pick a best answer after your question has been up for 4 hours. After about 24 hours or so Yahoo will send you a reminder email to pick a best answer, and if you don't they will automatically put your question up to voting to decide the best answer. Sometimes, like in the case of one of my questions if there is not enough answers and no best answers Yahoo may delete the question if you don't choose a best answer.

You can keep a question open for 4 days. YA will inform you that the question would expire and give you a choice to select the best answer or extend it by another 4 days. You can decide to vote for the best answer yourself or let other members decide by voting.
You can put a question to vote after 4 hours, provided it has received at least 2 answers.

As long as you want.
When I answer the question.

For real though,
1. I think as long as you want.
2. If you go to "My Q&A", in the corner of the page, and go to my questions, it will tell you to chose a best answer when it has been up long enough.
