like A LOT and im 80% sure he likes me back we will be sitting their in class and he tells me the time every 10 minutes just to talk to me and then he will start random conversations with me and stuff. so i think today im gonna try to look him stright in the eye and just give him a huge smile ... do guys like stuff like that?

If he really tries that hard to talk to you and you are not put off by it then why don't you TALK BACK!!!!
If he tells you the time say something like "Only ...mins till ........... lesson; what lesson do you have ect. ect.
Seriously have a convosation with him and get to know him and pretty soon you'll be talking to him all the time, and then if he doesn't ask you out- ask him out.

not to big tho don't want to look psycho lol... just play it cool and smile softly and ask him if he wants to go to the cafeteria with you at lunch. and then have everything go from there.
