Don't shair upwards to the hair and "soak" in warm water before shaving. It sounds weird but using a conditioner for your hair down there while shaving reduces irritation. Use a moisturizer afterwards.

Instead of shaving, use Vee Rapid Action Hair Removal Lotion. You can get it in Target or Wal-mart. Veet is the best, and your hair doesn't grow back as fast compared to shaving.

After a hot shower, use plenty of lather, go with the grain (usually downward) and don't push too hard. It'd probably be better to wax if you want to prevent skin irritation altogether.
