I play Texas Holdem all the time and sometimes I see players not playing but getting chips. Does anyone know how they do that?

They are adding chips to the table (for themselves) from their account.
You can always add chips (money) to a table (but not during a hand you are active in), but you can not take chips away unless you leave the table - true for both casinos and online play.

NO, but what is the point?, I see some people who want to buy play money chips, why??. If you can spend money for that, you can play for real money.
My suggestion: Just play, have fun, and win some chips. If you don't play for money what is your concern anyway?
