That is terrible. Is there a humane society/spca near you? Sometimes they have cruelty officers to investigate things like this.
If not, ask your police who investigates animal abuse.
Please make sure you have your vet document the problems. If local authorities seem to be unable to make headway, find a local media outlet and contact them.
In the Boston area they have investigative reporters on most of the main tv stations and people call them up and tell them things like this. Then the reporters contact the store (or wherever) and try to get a response. The public pressure and outcry could cause the store to change its behavior.
BUT the dog could have come from the puppy mill in this condition. How long was the puppy at the store? Can the vet tell if the damage was sustained before or after the puppy arrived at the store?
The breeder may have been licensed by the USDA and you can complain to them:

There are ways to contact the USDA to report both the petstore and the breeder.

You can also link from here to file a report to the USDA. If your pup was in that bad of shape, it likely began with the breeder or the broker. I'm sorry to say it, but Petland is notorious for buying puppy mill puppies and reselling them!

In the meantime, contact your local SPCA and tell them what's going on. They need to investigate that store!
Also, make sure you contact your state's Better Business Bureau and file a formal complaint against the store. Sometimes, you can even do this online, so try googling the BBB in your state.
Good luck! You may also want to contact the store and see what reparations they will give you. But, if they offer to trade animals for you, DON"T DO IT! They will send your boxer back to the breeder to live its life out in a small, dirty cage without proper medical care.

The world needs more people like you to stop the abuse. there are a couple things you can do. First of all you can contact your local SPCA or animal resue leauge. Second you can see if the pet store is a franchise or indepent owend. If its a franchise or a chain call the base operation and tell them about it and if they do not fix it you will turn them in. Finally if all else fails go to the Better buisness web site or call , they have a 1 800 number and see if they have any prior complaints and either way report them to the better buissness bureau. You can also call the local police department and let them know as well. I hope this helps..bless your heart for caring...most people ignore thses things and these animals pay for it with thier life......

Depending on the size of your town. That would be handled be your local animal control agency. Otherwise it would be handled by the department of agriculture I think. The local office for your state.
But start with animal control.
Best to never buy dogs from a pet store. Check your local paper and find a breeder.

Each state may or may not have laws regarding the purchase of a dog/cat from a pet store. Therefore you need to contact the Attorney General's Office in your state to make a complain regarding the Pet Store. They will take the necessary steps in handling the situation.
You also need to contact Animal Health in your state regarding the pet store.
In Masschusetts:
"Under Massachusetts law, a veterinarian must have examined the animal within seven days prior to the sale. Pet shops must never knowingly sell an animal that is sick. Make sure you are provided with the animal's complete medical records, and a notice of the 14-day warranty provided under Massachusetts law "
"Have the dog or cat examined by a licensed veterinarian within 14 days of purchase. By law, you have the right to return the dogs and cats for a replacement or refund within two business days of the examination if the animal is diseased or has a congenital disorder. In order to do so, you must have a veterinarian's written statement stating that the dog or cat has a disease or disorder and you must have the animal examined and make the claim to the store within the deadlines established by law. There have been a lot of complaints about dogs from pet stores. Many of them unfortunately come from puppy mills or breeding farms. They aren't treated or housed properly and are prone to disease.
It doesn't suprise me that your new boxer is having problems, and I'm sorry to hear that.
I googles "pet store complaints" and came up w/ a slew of results. Maybe your pet store is located somewhere in there.
I'm not sure where you're located, they are specific to state.

ASPCA or animal control checks out reports and if they are found to be true, they then regularly check on them to ensure that they are treating the animals correctly. So call and report them, because they will give them chances to correct any problems that they find and if not they will shut it down until everything is up to code again.

Call the local animal control, SPCA, etc. Place an ad in the paper stating the stores name and the issues. Print fliers and hand them out, right outside the stores door (off their property though). Do whatever you have to to stop them from this. it's horrible!!
