Remember in person and in phone are different persons. Once you are with him in person, just spend as you can with him and in phone, just call for important information but dont call him for chat because he doesn't need that. I believe that hes not phone fan but only rather spend in person with you, see in person give everything he want and you want.

My ex boyfriend was like that, to be honest, he was playing me, he didnt love me, whenever i was with him he was nice coz he wants somthing and to have fun. but when i was calling him he used to say i am busy now ill call you in 5 minutes, i was waiting like forever :S..
till one day i decided to dump him before he dumps me.. and it was the right decision.
i advice you to come clean with him and tell him what you think and if he got mad again, just dump him, he doesnt deserve ya, and he is not the only guy on the planet ;)

You've made yourself too available. He sees you as a "sure thing" and possibly a nag. Get a hobby, ignore him for a while. He's not putting very much into the whole dating thing, is he? Go flirt with somebody else, and don't feel guilty about it at all.

Try not calling him in a couple of days. And if and when he calls you tell him ur gonna call him back and then dont. See how long it takes him to call you back.

He's being a real jerk because he wants you to dump him- do him a favour, dump him and then find someone who is willing to treat you like the princess you know you are

Either he is feeling smothered or he has lost interest in what you talk about over the phone.

Wait him out. Don't be so needy. Don't call him at all. If he isn't interested I'm sure you can find someone who is.

he is trying to hide something, maybe he is cheating on you or something or is not interested in the relationship any more but does not want to hurt your feelings.

It's a male thing. I think men/boys honestly do forget things. That's how my son is. If I don't keep on him constantly he'd forget his head if it wasn't attached.
