How can we get the snow to fall on the fields and grass and melt and dry on the highways and sidewalks?

Heat them? If so how can we make that possible?

What are your ideas?

Some town tried to put heating wires under a new road they were building just so they could melt the snow. Turned out the warm road attracted thousands of forest animals which caused (as the British would say) one bloody mess. So the best way found so far, is the current method of trucks spreading salt/ice melt chemical/sand on the roads.
