I'm thinking of jogging and workout out after dinner at around 9pm. what do you think?

Will it be effective?

Sure - if that's when you have time, then that's when you should workout. I work out between work and dinner - just because that's when I have the time.

The most important aspect of a workout routine is consistancy. If you can consistantly workout at 9pm, then that is definately better than not exercising or sporatically.

It's fine, as long as you wait at least an hour and a half after dinner.
Exercise is effective no matter what time of day you work out, although morning is said to be most effective.
The only problem you may encounter doing exercise at night is not being able to sleep.

It's not a good idea to go running straight after a meal. Maybe have your dinner a bit earlier and digest it before you go out.

yes. your body doesn't know what time it is. you can workout whenever is good for you. the only thing is..it might affect your sleep. exercising before bed keeps some people awake. not me though! :)
