There is no official way to win, which means there isn't an official way to lose.
Here is my assessment from what I read on the net.
The U.S. wanted a democratically elected goverment: Win
The U.S. has completed over 85% of the proposed infrastucture projects: ongoing although I hear Iraq will be taking over reconstruction projects from the U.S. in 2007.
The U.S. wanted 188,000 cops and 137,000 soldiers, half are fully trained and on their own: ongoing although the Iraqi president predicts this will be accomplished before July 2007.
The U.S. once to slowly hand over Iraqi providences ending in the second quarter of 2008 when Iraq's government would have all 18 providences under their control.
So by April 2008, the U.S. would have hit all their main objectives. There could still be vilolence, but completely stopping the violence is not a listed U.S. goal. The violence is mainly restricted to 5 providences out of 18.

There is no "winning" or "losing". It is a question of did we accomplish the mission. Seems the mission definition keeps changing. The sectarian violence will continue whether or not the US stays. If the US goes there will be an orgy of violence and ethnic cleansing. Eventually Iraq will divide itself into 3 areas, Sunni, Shiite, and Kurd. The best thing now would be for Bush to acknowledge this and work for that end.

Bush's Iraq project is already a failure. Best thing is to devise international and regional support for Iraq and pull out.
Bush is not effectively politically engaged in the Middle East. Don't know what he wants out of all that's going on in Iraq.

The win is the proper setup of government. Depending on majority of people you can get various results. Look at Iran's latest head and he have yet to goto war with them.
Comes down to people, majority rules after we leave.
