As a citizen of the commonwealth, can a person enter the UK as an immigrant? What are the condition and based on which act?

No, only a commonwealth citizen who has a British citizen parent or grandparent. A UK Ancestry Entry Clearance.

The main requirements are:

* a grandparent born in the United Kingdom, Channel Islands and Isle of Man at any time; or a grandparent born in what is now the Republic of Ireland on or before March 31, 1922.
* a citizen of a Commonwealth country (it does not matter how citizenship was acquired). Zimbabwe remains a Commonwealth country for visa purposes.
* aged 17 or over
* intends to undertake employment
* able to support oneself in the United Kingdom without recourse to public funds.

If you come from a white Commonwealth country mostly yes.
If you come from a non-White Commonwealth country then mostly no.
If you are white and coming from a non- white Commonwealth country then you can be granted historical association, and permitted to stay.
Not really fair as those who fought with the Allies and have a true historical connection with Britain are now prevented from going to the 'Mother country' whilst those from axis countries and enemies of the British nation are allowed to freely come and go.
But it seems to the British government that the color of someones skin is more important than the contents of their mind
Yes it is racist, but Britain did invent diplomacy (the art of being 2 faced), with attitudes like that is it any wonder that the Brits have been invaded and their culture taken over.
Keep shi-tting on your friends and sucking up to your enemies, next thing they will all be under sharia law!

No longer the case! Almost all commonwealth citizens need visa to enter the UK, the only expection, probably are those from Australia, New Zeland and Canada.

Not even remotely! I found out whilst on holiday in Kenya that the British High Commission there charge Kenyans something like US$40 for a visa APPLICATION FORM, not even for the visa itself! There's definitely no free movement around the Commonwealth in general.
